After my 15 year old daughter developed athletes foot this summer, she wore sandles almost everyday. but now that school has started, she neeeds to wear tennis shoes, especially for track. Her toes seems to be clear of the fungus now, but can it return after she starts wearing shoes?

Yes it can return. The best way to prevent this is to use an athlete's foot medication for two weeks after it clears and also to rotate between at least two pairs of sneakers every other day so each pair has a day to dry out from the moisture and sweat.
