bunion or not

Does the bunion have to be on the joint below the big toe. Both my big toes lean inwards and have a hard lump on them below the toe nail. I have to wear steel toe sneakers at work and by the mid of the shift my toes are painful enough to want to cry. All the pictures and stints aids and such I have seen online referr to the joint below the big toe. Mine are actually on the big toe not the joint and has been an issue most of my life but recently has become a more painful one. Are these bunions and if they are, is there stints or treatment other than surgery for that part of the toe. I am currently using "toe bandages" that slip over the toe for more cushion, but they only help a short period of time.
