I've had flat feet since I was born and to this day. My parents have flat feet, too. Since I was a teenage up until a couple of years ago, I've been wearing high heel shoes. I didn't know at the time (and didn't care, either) why my shins were in so much pain, and the pain is much worse when gaining weight. Two years now and going on, I'm wearing flat shoes and I'm comfortable in them.
