out-toeing in young adult

My son is 23 and walks with an out-toeing gait. We mistakenly did not correct it when he was younger, but he would like to correct it now if possible. What kind of doctor would he best consult and what, in general, are the possible treatments? Is PT useful? Are orthotics useful for an adult? Thanks.
