Pain in Tibia from running

I don't do that much running, but I did buy running shoes from a specialist running store. I have fairly good insoles also.
I run approximately 4-6 miles 3 times a week. After running consistently for about 3-4 weeks I have to stop for a couple of weeks because I get pain in my Tibia bone on both legs about 2 inches above my ankle. Is this a form of shin splints? I have had Physio on both my Tibia (including ultrasound)but this has failed to cure it. Obviously whilst recieving Physio treatment I had to stop running so I couldn't really tell if the treatment had worked anyway until I started running again. It hasn't worked and now I am looking at getting specialist Podiatry treatment.
Does anyone know what injury I have got and the best way of treating it?
Also is there a permenant fix for this so it doesn't keep reocurring?

It may be shin splints that will need time to heal and probably get orthotics to prevent the reoccurrence. However, it may also be stress fractures so you really should see a specialist to be properly diagnosed before you continue to run.
