Pre Cancer?

I have a small a on my arm is slightly raised (notice it more by feel) smooth. top layer peels off every 6 months (flakes is more term). I have seen 3 dermatologist over years one said it nothing to worry about anor did 2 seperate freezings of it yet it persists last one had me use a cream on it (one y use cancer). I have had it about 12 years now. Hair does grow thru it. It never bleeds or itches. If freezing or cream doesn't get rid of it--should I be concerned enough to have it removed? None of doctors I have shown it to thinks it needs to be removed y haven't told me it is eir. Thanks

Based on your description and history it does not seem worrisome to me. The decision to remove it is yours, depending on how you feel and your level of concern.
