Tarsal Tunnel Syndrome-Toes Cramped - Best Doctor in PA?

My husband broke is leg a year ago July. He had surgery plates and pins put in and his leg and ankle are now fine, but his toes have been cramped ever since and he has some but not all feeling in his foot. He is so frustrated and has been told he has Tarsal Tunnel Syndrome The surgery sounds risky. Can anyone recommend a top surgeon in the Philadelphia are for this? Or any advice? I feel terrible for him.
